I had to use an impact screwdriver w/ hammer to get mine off. you have to be careful though not to hit it TOO HARD and crack the motor, that would suck. I bought a couple brand new screws to re-install. I tried not to overtighten it when I reinstalled it and used some blue loc-tite. it's just a bitch.

For others in the future, check out the Impacta (yes, with an A) line from Vessel.
Heat and oil should help on this.

what bike is this for? I'm in the middle of rebuilding my top end and don't remember a phillips head bolt anywhere.

Does that screw have a dimple on the head?

I used heat and penetrating oil a number of times. Each time I heated and oiled it, I'd give it a sharp impact with a small hammer to help break it free from the gunk.
