Bought my 96KDX 200 recently. Has a little botom end power but not what it should, blurbs and will not wind into the power band. Sounds like it is loaded up and cant clear the fuel. Runs bad under little load. Has a little more power when pulling a tall gear. Also leaks gas out of the carb when sitting even if the gas is turned off. My buddy's 220 screams and leaves my 200 sitting in the dust. Can someone help me?

got a few issues there buddy
sounds like the KIPS is not opening (lousy bottom end)
on top of that your float is stuck or misadjusted which doesnt help iether
first step of buisness is cleaning that carb

the powervalve changes the timing of the exhaust ports, allowing the bike to build more bottom end then you would normally have and thereby softening the jump when you "hit the powerband"
if the gears in the KIPS valves strip you are basically left with a cylinder ported for higher RPM and it wont run nice at low RPM
you could remove the outer clutch cover and the exhaust and manualy move the actuator while gazing into the cylinder to see if they move as they should...well to see if they move
there is a manual floating around that has the valves swapped in the reinstalation section and that would cause them to operate backwards
but before you get too carried away with that i would clean the carb and wait for some more members to chime in

I would start by cleaning the carb then checking the jetting. The gas running out is due to a float issue in the carb but the gas still running out with the gas shut off means you also have a leaking tank valve.
Also wouldn't hurt to check the compression to see how good the top end is.
