Avatars?

Just wondering why I cannot add an avatar? According to the user control panel, the avatar feature is disabled. How do you enable this feature?

How do i make the image small enough? I havent been able to figure it out. Thanks.

It will need to be no larger than 100 pixels wide and 100 pixels tall, and data size no larger than 500kb. You can resize in ms paint, photoshop, gimp, etc. Or there are online sites that you can use to resize a picture as well.
