there is a gasket (and oring) under the jet block in the carb. it's a common failure point.

It is the stock carb, correct? What is your elevation and what size main jet?

To be running a 38 pilot and the clip at the first position is awfully lean (unless you ride in high elevations) for the 200. Seems like a lot of extra gas is getting to the engine.

Does gas run out the overflow if you lean the bike at a slight angle?

Do you have any way to swap carbs?

Any chance the jet block gasket shifted out of place when you replaced it?

Do you have any non-JD needles to try? I was thinking that maybe the JD needle you are using isn't meant for the KDX. Going back to the stock needle or one of the more common alternatives could shed some light.

So does it do run poorly and use that much fuel with those other needles?

The JD needles could have been mis-labeled.

I used JD needles years ago on my 200 and was extremely happy with them.

Other than something internally worn or damaged in the carb, the only other thing I can think of is reeds. Were they in good shape when you did the engine work?

the float valve could be letting gasoline past it when it should be closed (due to the float being high enough).
also if the float itself is leaky then it won't be bouyant enough and will let the gas level rise.
