6v coming into the voltage regulator with the light switch off and 40 or so with the switch on.

DISREGARD. :?

figured it out. I was taking the voltage directly from the red and black wires going to the headlight without it (the headlight) being connected. Apparently, the headlight has to be connected in order to complete the circuit and show the correct voltage. It's 13.5 at the headlight with it connected properly. Got a new halogen bulb BA 20D ordered for my klx style headlight. Hopefully it is brighter.

I am still trying to figure out how my 3AA led flashlight will work as a helmet light but I can't find a 12volt led buld that will work as good.
