Bike feels like it has a rev limiter

Hey guys...my sons 95 200 has an issue i cant seem to sort out. Best way to explain it. It feels like it has a rev limiter....1st 2nd are crackly througout throtle range....never has decent pull whatsoever. 3rd has great pull then acts like rev limiter...4-5 it rips good. Pulls hard. What ive done...pulled cleand carb...jets are new...mj 155 pj 38 jd blue needle 3rd position....floats set 16mm...new jet block gasket. Compression 165...no abox lid...timing stock. Just cant figure it out....any and all suggestions appreciated.

Have you checked the Power valve assembly from top to bottom.....There are lots of small parts to fail in the system.

That would be the first thing I would suspect, as well.
