Is this for real????

Sounds like the "Repair Manual Error", It tells you to put the two valves in on the wrong sides.

Only if you're using one of the early print manuals. The information in Cyclepedia is correct.

Pull the pipe and have a look up the exhaust port while you move the KIPS rod by hand. It's immediately obvious if you have them backward.

hey guys, the subvalves were in backwards. As i was double checking to make sure there is tension on actuator rod pin to governor, there is. However, when i open the pv by hand to see if the spring in governor snaps it closed it does NOT!!! im just assuming, but spring tension should bring it back to the closed position correct?

If everything is connected it should return to closed position, yes.

im not sure where the resistance is coming from, if i disconnect actuator lever and twist the rod with pliers and release the governor spring snaps it back easily and quickly. so im not sold that it is my governor spring losing tension. Maybe possibly still some bu of carbon in rod ports (specifically the o ring side......or? whats the purpose of the oring anyways?

with the governor disconnected, move the rod by hand, observe the movement via the exhaust port and/or the top of the cylinder and see what's binding.
