carb idle screw...turning does not effect idle?

I have cleaned carb and checked float level. All seems fine. My problem is that turning the screw in or out has NO effect on idle what so ever. I further removed it while engine running and thought I could feel a slight vacumm with my finger over it, but plugging it with finger still has no effect?

What gives???

I am familiar with that very article and have it saved. It does not address why an idle screw has no effect on engine, unless I'm totally missing it somewhere???

You can't just turn the screw... it doesn't work that way...

You have to turn the throttle... adjust the screw and let the slide settle on the screw. Or else it will just damage the screw....

I have been moving throttle position even holding it at a high rev while turning but no change. ??

Maybe the tip broke off the end of the plastic idle screw? I have seen this problem a few times...
