Steer tube bearings

OK, it'll probably sound dumb, but I put my bike up on a stand and removed the front wheel. When I turn the handlebars, they have a tight spot in the bearings which keeps the steering pointed forward. It feels like worn out races that are holding the needle/balls in place, and takes a fair amount of force to turn the handlbars.

But I've never noticed this riding the bike.

When I think about a Scotts steering stabilizer, it's meant to keep your wheel pointed forward, right? That's essentially what my headset bearings are doing.

Should headset bearings be smooth like most bearings? Or do they have a "steering stabilization" to them somehow?

They should be smooth. Sounds like time for new bearings and races.
