My R5/D's were 2-stroke twins. Same as current Banshees. Each cylinder still fired every time it was up. They were 180ยบ out from each other..but still fired every time. It's just the way 2-smokes work.
The EPA part is an emissions thing. No way you're going to mix gasoline and oil, burn the stuff and not have more terrible, nasty, gonna-kill-you stuff coming out the tailpipe.
