Step 1. Service all applicable items (clean air filter, fresh fuel, carb clean, float set, replace spark plug with a correct type/properly gapped one, hoses in order..not kinked or plugged up, etc.)
Step 2. Re-jet it. Properly.
Done.
The above assumes a bike in reasonable mechanical condition, NOT, for example, a bike with 60psi compression.

Sounds like a clogged pilot jet.... but do all the things CC mentioned as precautionary steps....

I'd just clean the pilot jet first, that's the most likely culprit, especially if it's been sitting around for awhile. Jettison any old fuel in the tank while you're at it. You can do the other stuff manana if that doesn't work.

Yeah...if the pilot is all full of crap..the REST of the carb I'm sure is just FINE!

Based on my own experiences, it probably is. I've had many a time where just the pilot was the issue, mosty due to it's smaller orifice size. Once you get some decent fuel running through the carb it pretty much cleans up fine if things aren't too far gone (only the owner can tell if that's the case). You can run some carb cleaner in the fuel too, if you want to speed things up a bit.
I generally drain pre-mix fuel out after about 4 months of non-use and use it in my chain saw. I'm amazed how long most premix additives add to fuel life as compared to raw gasoline. The pilot jet (EPA lean to begin with) in my 4 strk street bike will begin to plug up in as little as 2 months of non-use.

That won't happen if you put Stabil in it.
