I have a 1999 KDX220 what is the easiest way to crank the coil spring down? Any suggestions.

if you mean set the preload, the easiest way is to use the special wrenches for moving the collars. The method most people use though is to loosen the lock ring with a punch and hammer, and then turn the base collar with the same method.

If you loosen the top collar with the punch and hammer method (carefully)
you can usually turn the spring by hand which turns the adjusting collar. You have to lay the bike over or put it on a stand to get the weight off the suspension.
I've made final adjustments by this method on the trail.

It might help to spray the spring collar (bottom) and the shock body (threads) with some soapy water so they'll slip better. Put something on your hands to improve your grip..leather/latex/nitrile gloves... you shouldn't have any trouble moving it either way..Loosening OR tightening it by hand.
If it's 'stuck', spray it down again..bounce it around some. It'll work.
It's a lot easier to get to it if the pipe is off. You might consider that if it's unstickable.

If what you're after is lowering the bike..NOT setting preload...'ya might want to keep that your own secret. Lowering the bike by INcorrectly adjusting the shock spring is bogus...and you'd hear about it!
