Groaning front brakes

The front brake when I'm riding slow trail speed (10-20 mph) groans when I brake with medium lever force. This is definitely not the high pitch squeek you can get with dusty brakes. I have an aftermarket front rotor on my 93 200 and what apear to be metalic pads (Copper color). It creats a shudder when it occurs and is a little grabby. Any Ideas on what the cause and fix might be???

Get rid of the metallic pads... I use the carbon composite pads and they work flawless....
