Uh...excuse me...but can I ask a question?
What the hell is going on?
I'm late looking at this, but a 'splanation would be appreciated.
This:
...shows what is supposed to be in that hole. It's a pin that allows the shaft to turn, but NOT move up, and a screw to hold it in there.
If the shaft HAS been moved up (and from the pics, it has) you need to get it apart RIGHT NOW...to check the integrity of the pin assembly at the bottom of the shaft...the pin that sits in the spring assy.
Why on EARTH would there be anything but disaster waiting in the wings when you can move the governor shaft up and down...and THERE ARE PARTS MISSING!!!!
What is it I fail to understand? The laissez faire attitude about it is incredulous!
I stand by to abjectly apologize for what I MUST be missing. Please TELL me it isn't so!!! Admittedly...when something like this happens..something so plainly obvious I can't believe it...it's usually 'cuz I missed a page or something.

BTW...the reason seals go bad is often (if not usually) because the bearing has gone south. Consider: The bearing wiggles...the shaft moves...the seal is gonna contain it? Of course not! That is not true of every seal failure. I have never found a fork tube bearing failure to cause a fork seal to leak.
Truth is...I've never found a fork tube bearing! Probably yet another something I'm missing.
