Don't know if everyone is aware but you must have an OHV Permit to ride on BLM lands. We rode Quartz Creek Sunday and we heard BLM was up there writing tickets. My dirtbike is always tagged, we ride Prospect OHV every summer, but I was not aware you needed them on public lands too

Can't ride if you have a suspended license either!

A person who operates an off road vehicle in a designated off road area or trail without a permit and decal is subject to a Class C traffic violation, which imposes a maximum fine of $180.

Also if you aren't aware Oregon is starting the ORV safety card program, if you own a boat in Oregon then your already aware what you need to do.

Go on line and take the test, send in your $'s and you get a worthless safety card. They are using your birthday as which year you'll need to get the card but if you ride with kids under 16 you'll need the card immediately.

I'm unclear on this one??? While trying to go online to find where to take the test, I came across this from the ATV Operator Permit section of the Oregon Licenses, Permits, and Registrations website:

"The ATV Operator Permit is a permit that allows operators of all-terrain vehicles to use their vehicles on public designated off-highway trails and areas. This permit is obtained through the completion of the ATV Safety Institute Rider Course or Motorcycle Safety Foundation Dirt Bike School. Anyone who does not have a valid Drivers License, is required to have an Operators Permit to operate an ATV on public designated off-highway trails and areas."

So, is this something that is needed if you DON'T ALREADY HAVE a valid Driver's License, or is this something needed IN ADDITION TO already having a valid Driver's License?

Thanks for any clarification on this.

Here in Cal we have a similar OHV and BLM arrangement. Some of the funds collected by the state's off-road registration process go to the BLM for BLM land upkeep and enforcement. Funds also go to local sheriff's departments who also patrol BLM land. You are ticketed for riding in prohibited areas, no spark arrestor, and lack of sticker..etc.

In the 'golden age' of off-roading, when men were men and I could ride all day long...by cracky, why, you could ride anywhere and there was no one, I mean no one patrolling anywhere on BLM land. :supz:

EVEN HERE IN CALIFORNICA we don't require no stink'n safety card. Wuzzup with that?

I don't hink it'll be enforced this year, I believe they're still in he works of taking care of details on the Safety test. This is just a heads up to let people know it's coming.
Even though you have a Drivers lic. and a ORV sticker you'll still need the safety card. $$$$$$$$$$$$$$$$

Might want to check because if you have a current ORV sticker from your State I don't believe your required to have one from Or. since your only riding temporarily.

I've ridden in Wa. and been checked and I was safe with my Or. ORV sticker.

Wow. What a crock! After digging in and trying to understand how not to break the law, bottom line is we should be okay at the dunes this Spring Break, which was my primary concern at this point. Although, if an LEO wants to be a snot about it, they still can, technically, under SB 101. The whole transition thing looks to be quite a mess.

Parks and Rec apparently isn't quite ready for the senate bill yet themselves, according to a conversation between a local Parks and Rec guy and canyncarvr. But, as MXOT said, they are working on how to enforce it, and how to provide the means for obtaining said ATV Operator's Permit. Crazy! :rolleyes:

Yep, another way to generate $$$$$$$ for the state.

If anyone wants to know the current state of the Oregon mess, contact Mike Law, OR ST Parks and Rec. He is the 'ATV Specialist' that is dealing with the rollout of classes, methods and procedures that SB101 screwed up.

The main problem from his point of view is that the language of SB101 was run through Parks and Rec..Ok'd...then they boobs changed the language in the final (voted on) version.

You can find him on the web if you're interested.

Do NOT take what any website says for gospel...even Parks. Do NOT take what any training website (ASI for example) says as fact, either.

The key word for the current state of 'things' in this regard is, 'flux'.
