Have you tried a long screwdriver and a hammer from the other side of the wheel?

Try spraying with penetrating oil and let it sit overnight, heat the hub and tap out with a punch or something similar going round and round

If you can get someone to run a arc weld, wire feed, or heli-/arc bead around the inside of the outer race it will shrink it and it will fall out.

They'll come out.
A long punch and a hammer, warm it up with a torch. bang bang bang
Screwdrivers aren't punches. No sense beating the handle up on one
