Along with the ideas that Colorado Mike has check that all carb vent lines are clean and not kinked. Also, have you gone through the jetting procedure for your bike? My 04 was jetted blubbery rich from the factory.
Old premix can leave deposits in the carb that cause needle seating problems.
Sounds to me like a float level problem if all the other things check out.

'New' doesn't preclude punctuation, does it?
One too many wheelies turned into loopies maybe...........

Adjust your clutch properly.
As dave said...poor jetting will cause the bike to idle poorly.
Hard time kick starting? In gear? See above.
It's always going to be harder to start IN gear than in neutral even with a properly adjusted clutch and excellent jetting.
The fix is likely simple as in easy to rectify, not simple as in one, single problem.
...why is your clutch in while going downhill anyway? Just go faster!
Pop a wheelie!!

If you ride it like me on an oh-my-god type hill, I hold the clutch in, back brake on and give it a few revs to keep it at just above idle, still get caught out sometimes but only way to be sure it will still be running when you get to the bottom, tried the go faster way and it hurts much more. If you blip the throttle and stand up it doesn't look quite as embarrassing!
