I was thinking I'd like to see someone mount a tire with that on before I bought it. Says its 100% guaranteed to fix leaking fork seals haha

Never have tried it and don't know anyone that has. Seems more like a bandaid fix for not running the proper tubes.
If running tubes I will only run Bridgestone UHD 4mm tubes. No need for extra protection inside the rim and they are a lot cheaper ($35) than that thing. I know plenty of people who run them even at low psi, depending on the tire, without issues. Buddy has been running them for over a decade, with zero flats in that time, on countless different tires, and that includes weekly rides and the entire AMRA race series each year. I'm currently running one on the rear at 8psi with a gummy tire.

I went to Tubliss a few years ago. Routinely run between 5-12 psi with 0 issues. No tube = no pinch flat.
