Can't say how this fender fits an E series KDX, but they have one for H series.
I bought one for my H series, and it fit perfectly, and has a double filament tail/stop bulb, and clear portion for the cover to illuminate the license plate.
This fender also has threaded bosses underneath, same as stock fender, that you can use to attach a license plate bracket, reflector extension, or whatever you like.

These fit the E bikes perfect. The plate holder is a separate piece/tail light.
