So if im lean why is my spark plug black and oily? Can the plug be dark and the bike not be rich at the same time?

The bike could be rich on another circuit, like when its running on the needle or main jet.

My guess is it's lean on the pilot circuit (which accounts for throttle response from 0 to 1/4) and rich on the main/slide/needle. Regardless, jet numbers are just a STARTING point. Every bike is different, even two identical KDXs with the same parts could end up jetted differently. We see it a lot here and the answer is always the same, so I'll repeat it again...AFTER you make sure everything is mechanically sound, go through the jetting guide step by step, don't skip around, and don't change more than 1 thing at a time. Yes its a PITA, yes it takes time, but the result is you spend your riding time riding and not fiddling with your carb.
