Throttle cable adjustment or new carb cap?

Hey guys, i have a new throttle cable. When i assemble, and tighten the cap, the arm that comes out of the cap will spin freely. Did i do something wrong while assembling the cable into the slide?...could the collar inside be causing the problem? Not sure whats happening here. The cable adjusts easily bit seems loose where the cable goes into the cap. Having a tough time explaining, hope someone knows what im talking about
