87 kdx 80 front fork issue

So I picked up a 87 80 and the front forks where collapsed I got them up and draind the oil just dint know how to add more poped the black caps off the top of the fork a and there is just a flat piece in there and wont come out am I over looking something

I might be missing something, too, but I can't think how the forks would be collapsed. I would think that the fork springs would make that impossible unless the forks were compressed for a long time and somehow corroded into position.
When you say that you popped the black caps off, do you mean the plastic caps? If so, the flat piece underneath is a cap held in with a circlip around its circumference. You have to push down on the cap slightly and use a pick-like tool to pop the circlip out of its groove. Then the cap can come off and you can add oil. You might want to examine the rest of the fork internals while you have the forks apart, though.
This circlip design isn't the easiest to work on. Good luck.
