I'm going to say you have either a leaking KIPS seal, like this one:

or the o-ring is leaking / missing on this shaft:

Awesome! Thanks Tedh98.

I'm totally new to these bikes, and I've only had top end experience with a PW50. So bare with me please.

I've been studying the manual (I have a sub to the manual :boogie: ), and I have a couple questions.

If I check that the kips is opening and closing when the engine is revving, should I service the entire kips anyways?
Can I remove the head with the engine in the bike?
Can I replace the kips main shaft seal and the exhaust valve rod o-ring without removing the head?

Obviously if I have to remove the head I'll service the whole deal.

Ok, now that I've got to look at my bike since my last post it doesn't look like I can get to the kips main shaft seal with out at least removing the main valve cover. In order to do that it looks like the engine does have to come out. Is that right? If so, should I go ahead and replace the piston rings while I've got it that far?

You can service everything at the top end without having to pull the engine from the frame. This includes servicing the KIPS as well as piston, rings, and cylinder. Just be sure to refer to the manual as you go. Be sure to properly support the KIPS shaft lever and be aware the nut has left hand threads.
