E series countershaft seal question

I am working on my son in law's 92 E series today and while replacing the countershaft seal I found a large o-ring behind the sprocket. I looked online and found no reference to it on the parts fiche. It was placed over the seal and collar and everything was assembled correctly other than this o-ring shown below just after the sprocket.

Here is the stock setup with new seal and o-rings installed:

So what do you think? Should I install the o-ring or leave it off? Is this some hot setup that I'm not aware of? I'm guessing that maybe the previous owner was trying to stop the oil leak and was too lazy to change the seals. If that was the case, his plan failed miserably.

Yeah that second o ring isn't meant to be there.

Install goes like this.

Seal -> oring -> collar -> sprocket -> c clip

I am guessing half-ass attempt, too.
