are the bolts under the fork legs for dampening adjustment?the one's that take an allen key.

Yes, on the bottom but it doesn't take an allen key. Just a standard flat head screwdriver is all you need.

No. The allen bolts are what hold the fork together.

Put your bike in your signature line so we know what you are working on.
