When assembling the kick shaft, does the tang on the ratchet gear go under or against the ratchet guide and stopper? I have looked in the service manual, but it is not clear on how it goes, and when I took it apart to fix, the whole kicker mechanism was apart in the case so I could not use that as a reference.

It goes under, which stops the kicker at the top, and pulls it away from the other gear which turns all the time while the engine is running.
