Wheel travel

Hi. I'm confused about the front suspension travel. Manual says KDX220 front suspension has 11.4". When I measured the shortest distance between the fender and tire, I got 11.25". That's with the fork in the stock position relative to the triple clamp. And I had the bike on a stand with both wheels off the ground. The measured distance is less than the full travel spec. Does that mean the tire is going to hit the front fender if you bottom out the suspension? It shouldn't. Everything is stock configuration. What am I missing here?
