Yea i kno that the lower tubes dont need protection. I wanna protect the upper part and the seals.

The boots do a good job of keeping junk out of the seals. If you don't like the look of boots how about regular fork guards from USD forks mounted upside down on your forks?
That seems more likely to be succesful than cutting up PVC.

Right. He's wanting to snap the PVC over the lower to hold it in place, and have it extend up over the front of the upper tubes.
