Another kips question

I have a 95 kdx 200. I took the slotted cover off to expose the kips shaft. It turns freely with a nut driver but when I start the bike it seems like the shaft rotates 1/4 turn when i rev the bike. I'm pretty sure it's opening all the way just not returning all the way. I dont know anything about these bikes, any help is greatly appreciated.

If it's not returning all the way it's probably gummed up. Time for a top end.

A top end rebuild or just tear down n clean up.

Well if you are going to tear it down to clean the powervalves, you might as well inspect the cylinder, inspect/measure the piston (replace if close to limits), replace the rings, wristpin bearing, circlips, gaskets, etc. You have to pull the cylinder to do the valves.
