kips check through exhaust / one valve not working

I checked out the kips on a bike I purchased recently and found the right side (when looking into the exhaust port) valve doesn't turn, but the other two are working fine. Before I dig in to replace parts should I purchase the valve and have it ready to install? Is there any hope it can be repaired or is it surely a stripped/broken gear? I already have the kips o rings on the way so I'd just like to minimize the down time by having parts ready to go. I understand I may find the other valves to be in bad shape when I tear it down.

that's the LH valve btw, if it's on the right when looking through the front of the engine.

No chance of repair, order a new one.

There's a chance the shaft could be stripped too, keep that in mind.

unlikely that the rod is stripped. It's hardened steel, and the subvalves are soft aluminum. They usually let go first.

It sounds like, if you want to be prudent with spending, you should tear the top end down and see what you are going to need before you order the parts.
