kyb fork service question

if you look at figure 2 in the kyb service sticky there is a short pushrod that looks like it slides into the long pushrod(if i'm looking at this right) my forks don't have the short pushrod. if u look at the pic the short rod is stepped like it slides into the long pushrod, yet my long pushrod has no hole for it. did some forks not have the short pushrod? thanks
